The purpose of this study is to prioritize the feasibility criteria for establishing an organizational roadmap for organizational entrepreneurship for municipalities. First, in the qualitative section, using the Delphi technique, the opinion of experts about the questionnaire designed to identify the indicators was obtained, and then, using the exploratory method, the model was designed and compiled based on the criteria designed by the model. The statistical population of the first group included selected experts and university professors, whose number of experts who answered the questionnaire was 21. The statistical population of the second group includes the managers of municipalities and their deputies in 15 different areas of ISFAHAN MUNICIPALITY, which introduced a total of 240 people. Based on the sampling method, the number of studied people is 144. In this study, a questionnaire was distributed to the same statistical population that a total of 203 questionnaires were collected. In this research, after editing the data, encoding and entering the data, two methods of descriptive and inferential statistics and software such as Excel2013, SPSS21, LISREL8. 5 have been used to analyze the data. The results show that the indicators of organizational entrepreneurship: agility, flexibility, innovation, opportunism, low cost were introduced, are approved by experts. It also shows that the confirmatory factor analysis of the questionnaire constructs has a suitable fit and the questionnaire constructs show the relevant variables well and the final model presented is desirable. In prioritizing the sub-criteria of organizational entrepreneurship, the results show that the innovation factor is the most important. Also, in the roadmap design sub-criteria, the economic sub-criterion has the highest priority.
