The purpose of this study is to prioritize the feasibility criteria for establishing an organizational roadmap for organizational entrepreneurship for municipalities. First, in the qualitative section, using the Delphi technique, the opinion of experts about the questionnaire designed to identify the indicators was obtained, and then, using the exploratory method, the model was designed and compiled based on the criteria designed by the model. The statistical population of the first group included selected experts and university professors, whose number of experts who answered the questionnaire was 21. The statistical population of the second group includes the managers of municipalities and their deputies in 15 different areas of ISFAHAN MUNICIPALITY, which introduced a total of 240 people. Based on the sampling method, the number of studied people is 144. In this study, a questionnaire was distributed to the same statistical population that a total of 203 questionnaires were collected. In this research, after editing the data, encoding and entering the data, two methods of descriptive and inferential statistics and software such as Excel2013, SPSS21, LISREL8. 5 have been used to analyze the data. The results show that the indicators of organizational entrepreneurship: agility, flexibility, innovation, opportunism, low cost were introduced, are approved by experts. It also shows that the confirmatory factor analysis of the questionnaire constructs has a suitable fit and the questionnaire constructs show the relevant variables well and the final model presented is desirable. In prioritizing the sub-criteria of organizational entrepreneurship, the results show that the innovation factor is the most important. Also, in the roadmap design sub-criteria, the economic sub-criterion has the highest priority.

Identifying and analyzing the future is one of the basic needs of today’s organizations in order to survive in very competitive and unpredictable environment. ISFAHAN MUNICIPALITY is a key organization in urban development, so it needs to gain new skills for facing rapid Changes in the future. The objectives of this research are to introduce the most suitable futures studies approaches for using in planning and urban management and to design organizational structure based on foresighting. The research method is descriptive-analytic. Information was collected based on documental analysis method. For reaching organizational structure based on futures studies, different approaches such as participative, strategic, and corporate were studied by expert panel.The results reveal that corporate approach, is based on the assumption of implementation in an organization, is rooted in strategic notion, and emphasizes participation and exchange of views. Considering the characteristics mentioned, the corporate approach is more extensive than the other two approaches, and is therefore selected. Then due to characteristics of the corporate approach, the organizational structure of the ISFAHAN MUNICIPALITY futures studies group was suggested.

Aim of this article is to determine career pathology of male and female employees of ISFAHAN MUNICIPALITY in 2005-2006. Method is descriptive and statistical population comprises of employees selected eleven regions of ISFAHAN MUNICIPALITY. From this purpose, 166 participants were selected using simple random sampling method and were evaluated by questionnaires. The most important findings of this study are that among three levels of careers pathology, there was a significant difference between male and female employees in term of inter-personal problems. Results showed female employees are more affected than male employees. In the category. Of intra-personal problem, there is only significant difference between male and female employees in the sub category of job maturity so that women report more problem than men in this regard, There is no significant difference in interpersonal and meta personal problem between male and female employees. Conclusions: In order to help female personnel one can provide opportunities such as having responsibility in life desire-to choose and analyze and gathering of information as well as helping to designed plan activation. This can be offended to women in childhood and at different stage in their life.

With the complexity advent of cities and increase of their problems, municipalities manage the problems of cities by employing strategies such as City Development Strategy (CDS). This research has a descriptive – analytic essence, which it sets to the application of Goal Programming model for optimal allocation of construction budget of ISFAHAN MUNICIPALITY. It has been tried to identify the most important construction budget’s constraints, Non-priority sectors in the allocation of construction budget, model goals and the impact of subsections of construction budget in achieving the objectives of CDS and checking out the achievement of CDS objectives with current budget management method. The target society includes all the staffs of ISFAHAN MUNICIPALITY and 11 of them have been selected for the sample size in non–random manner. In order to analyze the values in years 2011 to 2014, Goal Programming model was used. Some of the required data were collected by using the questionnaire and some of them were extracted from the MUNICIPALITY documents. According to the model stipulated in three forms, the results of the most complete model indicated that because of the lack of appropriate models for planning the credits and relying on the bargaining power, the allocation of the construction budget was not optimal in any years and the given values to variables do not achieve the goals mentioned in the CDS, and the credits in some subsections were considered more or less than enough, and goal programming model will be a useful tool in determining the optimal values in future years.

Today, developing talent management is one of the major factors of business and a key component of sustainable competitive advantage in organizations. The present study has examined the rule of talent management strategies in ISFAHAN city MUNICIPALITY. Sweem's model is used for talent management measurement. Population of this research included all employees with diploma degrees and higher and the number 217 was chosen as the sample. Single-sample t test, Friedman test and correlation applied for test of hypotheses. Research results indicate that the level of talent management strategy in the MUNICIPALITY of ISFAHAN is above average and according to the staff, "communication" has the highest points and "rewards and recognition" had the lowest points among talent management strategy components.

Counter-urbanization has been defined with many definitions in research literature as increasing of the small town population in the process of urban expansion and development. This study investigates the counter-urbanization process in ISFAHAN metropolitan area based on an exploratory method using the population and immigration data, diurnal commuting, and the immigration motivators. The results show that, during different periods, population growth has been changed from the greater cities’ metropolitan area to the small towns. So that, there is less population growth near the main greater cities during the last decade. Regarding the immigration as well as migration effectiveness over the population, and immigration motivators, it can be said that the most important parameters of small towns’ expansion near the greater cities are better habitation opportunities, and finding better jobs. Furthermore, decreasing the diurnal commuting close to the greater cities shows that small towns, which are farther from the greater city, have more autonomy. In addition, based on polarization reversal model, and population development investigation in metropolitan areas, there are population development from the greater cities’ centre to the periphery area, which is leaded to decrease the population of the main greater city, and increase the population absorption in small towns. Consequently, the urbanization of ISFAHAN metropolitan area has entered to a counter-urbanization phase.
